the screen comes on but it does not go to the home screen, it turns on and keeps restarting itself?

The first thing I would try is a factory reset. Without knowing which device you have, I can't give you any specific instructions but most phones have a button combination that takes them to their bootloader screen/recovery and allows a factory reset to be performed when the OS won't boot.
Just Google the name of your phone +factory reset and you'll probably find instructions.
