I have a Samsung Doubletime by At&t and it won't charge. I've tried a new battery, a new cord and everything but still nothing. What can I do to fix it?
If it will not charge from a wall outlet, you might try going the usb route, if you have a cable that supports it. Try plugging in to a port on a pc.
If not, I would suggest carrying it in for testing. If it is not a hardware problem, perhaps they are aware of some way to reset something that will let it charge.

I've also read a few instances where folks have been able to see that a pin or portion of the USB connector at the device side was bent or offset and was able to straighten it out.
Of course, you should be very careful about attempting that, but if you've got a good magnifying glass and good eyes, you might be able to see something out-of-place that could be easily corrected.
