I'm rooted running the stock rom. When my phone is plugged in it won't ring. The only way to get it to ring is take it off the charger and reboot it. Anyone have any ideas?

what android version are you running? have you tried a rom?
its possible you may need to go to
menu
settings
applications
all applications
locate the dialer
and wipe data and cache from it, then have a friend do a test call.
if that doesnt work, let us know

2.3.4 the dialer won't let me clear anything. I've tried other roms but for some reason I like the stock one the best. Is there one that the my Verizon app works?

um no, lol most roms remove all of verizon bloat, if you like the my verizon stuff you may want to stay stock just rooted.
