Open the image in Drive, in the right hand upper corner you should see a small 'i' in a circle to the right of the 'share' icon. Tap that 'i' and you'll have the option to download to your gallery, from there you can then set that as your wallpaper.

It's an identification photo that I use 2 to 3 times a day and so it a nuisance to have to click sometimes 3x's to get the ID to show
Interesting. You can put a PDF (or other docs) just by dragging it to the desktop. But it looks like you can't do that with the picture? But you can put it in a folder, and put the folder on the desktop.
