Hi ... I am a Romanian citizen and i want to publish an android application, but I can`t do that from my country. I have a residence in Germany , and i want to know if I can publish my app from Germany , if I have a bank account there.

I would think Android Development would be more applicable, because there should be more people who know about publishing apps there
