It's pretty easy. Find a home screen with two full rows of contiguous, unused icon space (so, no program icons, no widgets.) Either press the "+" control on the bottom-right, or long press on the blank area. On the "Add to home screen", choose "HTC Widget". Then choose "Clock". Use the right hand arrow control on the bottom to switch to the clock/weather style (the third on an Eris), then choose "Select". Choose the location for the weather, whether you want full-screen weather animation (i.e., the windshield wiper when it is raining), and you should be all set.
