I am trying to install CWM on my friends Motorola Droid Bionic that I just rooted. Can I just flash it through ROM Manager?

Yes, but bootstrap will install it when you use it first. Once it is installed you can use rom manager to update it if there are any updates.

I think you have to manually install Bootstrap recovery first and then you may be able to do things through ROM Manager.
