I have a HTC Dev unlocked Inc 2. I made some dumb rookie mistakes and need advice.

1. I sent my Unlocked Inc 2 to my Sister in Law BUT before I sent, I flashed CM7.2.

2. I put in a new SD card for her without backing anything up (huge mistake I now see)

3. Rom manager is on her phone, she flashes CWM recovery successfully.

4. She gets phone, turns on notices she has no Google Play store.

5. I sent her Dinc2 Gapps zip, and when she flashes it it wont install. Instead of getting "Are You Sure.....Install" she see's Meta INF, System, optional.

I don't know how to get Google Play on her phone, that's all she really wants. Any advice would be appreciated thank you so much.
 
Yes to my knowledge. I have her boot into recovery, and then walk her through the steps (she is out of state so this is all over phone) to; Install zip from SD card, then Choose Zip from SD card, and then she picks the Gapps.zip.

Then instead of installing it opens the contents....I have never seen anything like it.
 
I've never seen anything like that either. Just as an experiment I tried to install a .zip file through CWM that I know wouldn't work and it just errors out on me. I have no idea why it's showing the contents of the zip rather than installing it. Have you asked her to download it again in case the first file is somehow corrupt?
 
I had her download it twice. Skyping is a good idea! I am thinking of having her send it back to me so I can reflash a new rom through adb fastboot and make sure its all set up before I send back.

I have no idea what else I can try.
