Thanks very much; for some reason it took a long time to find such a page but I did eventually. However when I click on "New Thread" the following message is displayed:

gar2014, you do not have permission to access this page. This could be due to one of several reasons:

@OP - This is a really great education thread. Nice. One thing but, it is a little hard to read through. Maybe try adding in a few more headings and keep the colors consistent. Food for thought, thanks for the info!

A thread is something that you can start to ask a question in any forum here.
For example, to start a thread in, let's say, the Android Forum, navigate to that particular forum and click on the "Post New Thread" box:

Be sure to title your thread with descriptive words and then proceed to expand on the issue or question in the text box.
