im just wondering if it possible or is their anything to download BARCODE SCANNER on computer then put it on your phone....is that possible..????

Hello, welcome to the forum. Happy Holiday. What type of phone are you referring to: If It's an Android phone, you don't need to download it from a PC. You can get this application installed on the phone directly from the Android market. (you would have to sign in with your Google account)

There is no official way to download a market app to a pc and then move it to a phone. There are unofficial download sites, but they generally do not respect developer's rights and have questionable contributors. I'd be very wary of them.
