My brother has a Quattro 4g, I think still on PRL 3032. Would his phone catch T-Mobile's LTE, or would he have to update it?

The Metro CDMA phones (which the Quattro is one) won't receive the T-Mobile 4G LTE or HSPA. Only the Metro GSM phones will.

I haven't seen a mention of 3039 anywhere else. Are you sure 3037 isn't the latest? But 3037 can be found right above

No its automatically pushed by the towers to the SIM
