Help Problem Downloading Apps

I want to download a 2.94MB app on my LG Optimus F3 whilst I have 133MB available and when I attempt to instal the app an error message pops up stating that there is "Insufficient storage available." Please help I've attempted to download multiple times with different apps. I've rebooted my phone and I've cleared the cache to the Play Store, I really don't know what to do. This has been bothering me for 6 months
 
Get ALL your data files (videos, pics, music, documents, etc.) off the phone and onto the external SD card or a computer. See Low on Space? Dump logcat to free up more memory.

Restart to recovery. Clear cache. Clear Dalvik cache.

Then restart the phone. See if you have enough free (internal) memory.
 
It isn't that I don't have enough space, on my phone it says I have over 100x the amount space that would be needed to download this app.

that always happens with this phone. why i do is clear cache from instagram or chrome and it frees up more space.

If your rooted un-check the play store caches before cleaning to avoid problems with playstore recognizing your apps
