Help Problem with APN

So i have Samsung Galaxy 5, when i go Settings->Wireless & Networks-> Mobile networks->Access Point Names, there is just empty screen and top of page text "APNs", so how can I add new APN, or is this just some bug ?

apn settings come from your network, so i suggest contact them.
