Help Problem with screen timeout

The default setting for this is 15 seconds, and i changed it to be 1 minute. Randomly it sets itself back to 15 seconds (maybe after powering phone off).

Any ideas?
 
The simplest solution is not to power the phone off! I had a good go at finding a solution both on the forum and on google but with little success.
