Help Problem with system updates?

Whenever it says there's an update I press install and a message says it will restart the phone in 10 seconds...well my phone doesn't turn off everytime I try to update it so I would assume my phone isn't being updated. Suggestions?
 
I had a similarly issue with the Nov VZW update. I had to wipe/factory reset my dinc. My phone was stock at the time also.
