Program keeps randomly launching

This program called "City ID" keeps randomly launching. This used to happen in my samsung intensity, and now the pos software is preloaded in my droid 3.

How do I get rid of it?

In general, how do I uninstall crap I don't want?

removing bloatware typically takes a root. however i believe city ID can be removed without it.

Cant remove it within the manage apps menu, if there is another way can you let me know?

Well this was easy, open the app. Click don't install. On next page it gives you the option to uninstall it.
