Help Prompt Before Downloading

Sometimes I click on what I think is a regular link, but is actually a download link. The browser will start downloading a file without even asking if I want to. Is their a way to force a prompt that asks if I want to download a file?

I have another question related to this one, is there a way to have the browser make you specify a download location for each download?
