I'm currently on mean Rom. How can I disable the camera shutter sound?

it does make Sense though if you think about its pobably so that you can't take pictures of someone without them knowing it............. for example taking nude pictures in a locker room

lol this is definitely at the bottom of my list of illegal activity to be worried about (turning off the shutter sound that is, not taking nude pictures in the locker room).

Just use a root explorer and paste that one over the current apk. Don't try to install it. Simply overwrite the existing one and reboot. There will be an option to mute the sound in the camera settings when you open it.
