Is the deodexed and de-bloated Droid3 ROM something that is only to be used for developing other ROMs off of, or can it be used as a normal ROM by itself with no problems?

Ya you can use it on its own. Its just better because its debloated and the deodexed apps let you flash themes!

Ah okay, thanks! I just wanted to know that because I want to get rid of the bloatware and be completely stock so it runs faster, yet I don't want to go through the hassle of wiping my phone and restoring it in order to flash other ROMs, I'm just not comfortable doing that to my phone.

So does it mean that, because the stock rom is not deodexed, it can not be flashed with themes even it is rooted and on custom rom? Obviosly the stock rom can be flashed with custom roms, correct?

You CAN flash a custom rom to any rom including stock. However most themes and mods (actually I think every theme and mod) such as ice cream sandwich or notification bar power control requires a deodexed file system. That is a great reason to flash a deodexed rom such as stock deodexed or something even better like steel droid 3.
