Root Question about PRLs

I've noticed recently that I am having to update my PRL frequently within a very small region. In order to maintain LTE, I have to update depending on where within the region I live in, even within the same city, I am. Is this normal? Am I in a weird area with where many PRL regions intersect?

I had actually noticed that with my volt. It would randomly lose LTE, and doing a PRL update would get it back. But what is funny is updating the PRL doesn't actually change the PRL, because if you look at the PRL number under settings it stays the same. I wonder if it just resets the radio which brings back LTE service. I'm not sure what keeps causing the LT to drop out though.

Oddly, my phone automatically did a PRL update today. My PRL is currently 33041. Not sure if that's new or not.

It's funny to see this because yesterday for some unknown reason just after 6am CST my phone automatically performed a PRL update by itself, after which I had to press OK for it to reset. My PRL version is 33041, however I'm unsure what it was before so I don't know if it changed.

Last night I was trying to Google something and although it showed LTE (might've been gray) the internet was inaccessible until I turned off and on data. Although I'm throttled so that might be the reason.

Could there be an issue with the PRL and our phones' connection to LTE towers?
Since the random update it did I haven't had the issues I had been having. I think the update fixed it. If you're throttled, you're only getting 1x speed so that totally could have been the issue you were experiencing.
