@ paid games for free- Sorry cant help
@ Best custom rom - I dont know which one is the best, but i use [UNOFFICIAL][ROM][stable:6.5.7,testing:6.6.1] CyanogenMod 7.1-RC1 (Android 2.3.5) - xda-developers
and this one works great for me

1. For paid games, you can usually get paid games for free if you can get their apk. Search for the game you want in google like "[name of game].apk". For some games like NFS Shift, you need to search specifically for the version that suits your phone. For example, "NFS Shift 320x480 apk" or "NFS Shift Optimus One".

While we can get paid games in this way, I do not recommend you use paid games without paying for them. Test the game out and if you like it, support the devs by purchasing the game from the market.

2. Check out this thread. You should get all the info you need to decide which is the ROM that suits you best.
