Root Radio ENG S-OFF help

So I have the regular S-off, but in order to flash a new radio to my inspire 4g, I need to get ENG s-off, and it seems a little confusing when I look at this guide on this site How To Gain S-OFF (Radio And Engineering) On HTC Desire HD. The ENG s-off is right below the regular S-off how-to on this site. But whats confusing me is the step 4 of navigating the folder where you extracted the files, i'm totally confused on this one now, i would be very appreciative if someone could read the steps on gain eng s-off and explain what they mean there in step 4. Thanks

You don't actually need ENG S-Off to flash radios. You need it to use fastboot commands, which are a common way of flashing radios, but there is a technique available that only requires radio s-off:
