Okay, I'm a real noob when it comes to android, what are radios, and why should we update them? And how do I update them?
 
Just the bits of software that control radio connections to data, voice, wifi, etc. Newer, updated radio sw has improved signal strengths for some folks, ymmv.
Flash in recovery, no wiping necessary. Links and more info are in the 'all things root guide.'

Um, I'm in Canada and I have a GSM device. My baseband is XXLF1

How do I know know if I have the latest radio?

They are normally released with Android OTA updates so yes they do. If you are rooted, you do them manually though.

they can update, but that'd require returning to stock (could still be rooted), which is a process that takes just as long as flashing a new ROM and new radios

If I understand you correctly, if you are rooted, when you flash a custom ROM, OTA updates are disabled. Obviously because the update will overwrite the custom ROM and cause issues. And when you flash custom ROM updates, you are strictly flashing the Android OS unlike an OTA update. The radios are flashed separately from the ROM in their own package.

In a nutshell, OTA updates are useless to custom ROM root users, so they just flash the radio update separately.
 
No need to, as you don't lose root by updating. The only real reason to do it manually is for people like me on Verizon who have to wait six months for updates. Most of you gsm folks should get updates right away though, so probably no need to bother.
