Help Reboot vs Restart

Are reboot and restart (the 3rd one in the "power option") the same?

If not how to perform a reboot?

Yeah, they are the same. If you have fastboot enabled though the power off function doesn't actually power the handset off, it just puts it into a sort of standby, hibernation state. If you turn fastboot off, then use the Power Off option, that'll turn the handset off properly.

Settings -> Applications -> Fastboot.
