Record Silent Video

Does anyone know if there is a way to record a video with no audio? This is actually an important feature to have on a phone because police in my state are charing people with felony wiretapping for recording them on video devices w/ audio capability.

If I can record without audio, it isn't wiretapping.

Kidding aside (and it is a strange issue given the explanation given, but strange issues are ok here ), videos sans audio can be done with the right video recording application, I'm sure.
