Help Red ring of death

When I open apps I see a red ring flash a few time on the outline of my screen. Anyone know what this is and what is making it happen? It just started doing this 2 days ago.. help!!! :)
 
Something I just found but still don't know what it means is when I open task manager app then click on running apps the ring will flash every 3 seconds or so.. if that helps with my original question
