Region lock?

Do carrier-specific variants of the Note 3 have a region lock like the factory-unlocked N9000/N9005 models have?

In other words, what happens when a carrier-specific Note 3 is sim unlocked? Is it still region locked? Is any region lock removed by virtue of the network unlock? Or is there no region lock to begin with? Thanks.

I have seen no evidence that a carrier lock has any negative or positive effect on a Samsung region lock.

No.

That's right.

Inspection of the customer.xml has shown that, so far, when a carrier is whitelisted, there's no MCC blacklist, hence no region-locking. The reverse, of course, is also true. In other words, if you're locked in one way, you're not locked in the other. Are there Note 3s that have neither: yes.

As we know with the Note 3 -- and with the Note 2, S4 and S3 -- if you plan to stay current with Samsung's releases of new Android builds, things can change with any OTA firmware download.
