Root Reloading apps after flash

Hey guys, through my research I still haven't found the answers I'm looking for. After flashing a rom can i use the backup from titanium backup to load all my apps back on the phone? And also is it best to do a factory reset before flashing? I've gotten some different answers from different roms I've looked at and just wanted some clarification. Thanks.

yes titanium will restore all your apps back to your phone after flashing a new rom. also it is always best to flash back to stock before installing any new rom

I would say take a complete back with Titanium Backup...which also takes the back for ur home laucnher.and store it in ur computer.....flash to stock..do factory reset...format sd card...(I dont do that, i just flash to stock)

install titanium back app...and put the backup file in sd card..and restores everything with new rom....it works with new themes as well....
