With the default Media Gallery app, not to my knowledge. But you can download a free file manager to do so. Looking at Astro, you can navigate to the file, longpress the picture, and hit Edit > Rename.
Astro seems to work well, might be faster to pull them all onto your computer, go crazy with naming and organizing, then put them back on your phone. I do the latter myself.
