Help Resize with fingers (pinch/spread out)

Somehow I have changed a setting on my phone and I can no longer use my fingers in that pinch and unpinch way to make the screen smaller and bigger. All I have is the little - and + in the bottom right corner. Tried settings and searching here... anyone have any idea how I can use the pinch/unpinch?

I was talking about the browser. Somehow I fixed it. not sure how. When I tried to use my fingers to magnify/make smaller, I would only see the + and _ in bottom left corner. I played with settings but didn't change anything that would have appeared to fix it, but somehow it is fixed.
