You shouldn't need to press the edit button to re-arrange the apps in the multi window. Just long press one of the icons (as you would to drag it onto the screen) and drag it to where you want on the list.

Yes and your apps that allow multi window are at the bottom, you could move that to the side and be able to see more apps that allow for drag and drop

Try turning off Multi Window completely (not just hiding it) either thru the notification shade toggle or in settings, then restarting your phone.
