Help Response while charging

Does anyone else have problems using the phone while it is charging...mine seems kinda sluggish...

Mine gets sluggish when it gets a low battery or its got a low battery on the charger. I am guessing it is just because it has all the extra things turned off then

I have the same problem with an aftermarket charger from walmart, but the stock htc charger and version branded car charger both work fine.
