Help Restore to Factory Settings

So I would like to restore my Nexus S to factory settings and just start all over with my apps, but anytime I do a Factory Data Reset, the apps are just restored back onto my phone. I have disabled the Back up my Data features and it still occurs. I would like the phone to restore to the EXACT factory defaults. No previous apps, original background, original phone settings. I want the EXACT factory defaults, not just a wipe.

How would I go about doing this?

If you enter your Google account details, your paid apps will be downloaded automatically.

If you want to sell the phone simply factory reset it and leave it as it is. Otherwise, I'm not sure how to avoid this if you want to keep the phone for your own use.
