Hi, Welcome To the Forum! Sorry, but to my knowledge, there is NO device that can retrieve deleted messages.
Moved your post to your device forum. 
Unless you are using a 3rd party app such as Google-voice, You-mail or something similar there is no way to retrieve a deleted voice-mail from the carrier. At least not that I am aware aware of.
Now if you are using one of those 3rd party apps, then your voice-mail will be in the trash can and can be restored by logging in online to the web interface.
