Ringback tones

Does the Optimus V have ringback tones capabilities? I can't find anything on the VM website or in the owner's manual.

As I understand it, that's an option on the network side, not the handset. A friend of mine has the Motorola Citrus, quite possibly the most useless android powered device ever created, and he uses ringback tones on Verizon.

I'd never looked in there, either, until right before I took that shot. Didn't feel like digging around on the website, but it turns out it doesn't take much digging- it's the first thing on the list if you mouse over "Downloads" at the top of any page on the site: https://ringbacktones.virginmobileusa.com/vmuweb/web/welcome.do

I know you can download ringback tones, I don't see where or how you can set them up on your phone.
Am I misunderstanding how they work?

No idea, since I don't use them and haven't a clue how they work. I would suggest calling VM, or if you want to live dangerously, download one and see if it becomes obvious how to set it up.

With Sprint it was something you paid for and set online you never downloaded anything

I have used music paradise to get music,and it lets u use songs as a ringtone.Maybe as a r-back tone also.
