Ringtone problem!!!

I finally switch to an Android device from the iPhone 4. Been happy with my choice so far but there is one little thing that's bothering me. When my phone rings the first 2 rings are soft and it's loud after that. I went into Best Buy today to exchange it but we tried it out on another phone. Same thing. Is this a problem or am I not seeing a certain setting.

I haven't gotten any calls that I didn't let ring long yet, but I did notice the quiet level of ringing on the device, even with turning the ring volume up. Then I notice a setting for system volume in the sounds menu which wasn't set all the way up, and now sounds are at an acceptable level for my environment. Don't know anything more than that, since I'm only a day and a half in to Android ownership. Hopefully someone else knows more.
