RLE Editor?

I did some research and it seems that RLE is Run Length Encoding.

Essentially RLE is a compression algorithm that is usually used on DIB (Device Independent Bitmaps of 8 bit color pixels) file. RLE can be implemented in a number of ways but the encoder and decoder must be able to work together. Probably the decoder in the DROID uses a specific method that the encoder must encode for. They must match.

To implement an encoder/decoder pair, one might inspect a valid rle file and manually decode it to determine the method of encoding and then write an encoder/decoder pair for the filetype.

Please post your rle and I will convert them to png for you.
As proof of concept. Then I will write a how to on this subject.

I tried to convert PNG to RLE for a complete week without any success (each time the image is only displayed as a bunch of horizontal colors on my HTC HD2)...

So if you have any solution I am interested ;)
