The article, unless I misunderstood, didn't indicate the meter readers were being abusive but abused & harassed.
I don't have issues with someone paying someone's meter but not at the expense of harassment or intimidation. That's simply not cool.

It seems pretty clear-cut to me. These workers were being harassed in the course of doing their job, and any employer who didn't take action to stop it is failing in their duty-of-care and opening themselves up to legal action.In an affidavit, one of the parking enforcement officers said the group has harassed her: “Besides following me, crowding around me, making video recordings of my activities, and placing coins in expired meters to prevent me from writing tickets, these individuals repeatedly taunt and harass me, asking why I am stealing people’s money and telling me to get another job,” the officer said.
Another officer said he had been “bumped into, and taunted” by the group, “including profanities and derogatory statements relative to his military service.”
