I have cog 2.3b6 on my sd card, and i'm backed up with rom manager. Now how do i actually install the rom onto my phone from my sd card?

make sure you back up with titanium backup also. and cog needs to be on your internal sd card. open rom manager and click on the boot into recovery option. it should take you to a menu and from there you click apply .zip from sd card. then you find the cog file, select it and youre done
