Rom manager doesn't seem to be uninstallable through the "applications" tab and it shows up in "root uninstaller" as a system app...is it safe to nuke it seeing as I cant even use it? was this a carry over from CM?

Yes, you can remove it. It is required to install CM7, that's why it's included, but afterwards you can uninstall it.
