do you have 7zip on yo computer? or if you can go into the zip folder just go in it and copy and paste them where they need to go
 
You need to extract the sdk-tools.zip file, because it's an archive (a file that holds lots of other files)

PeaZip is a simple, lightweight archive manager that will handle almost anything you can throw at it.

Once it is installed, you can just right-click on sdk-tools.zip and select "Extract here"

True.

And if you want to download a separate utility to handle zip files 7zip is probably the best option since that's what most of the developers use and I've been able to open some zip files with 7zip that WinZip won't open.
