Just upgraded to a Razr Maxx HD. I'm planning to give my wife my rooted droid x. If I remove my SD card will the phone still be rooted and able to use Ti Backup?

Yes the Droid X(MB810) will still be rooted
Most things will still work
Except camera, Titanium backup, any apps that installed on SD card...
They require a SD card

what if I move Ti Backup to the phone and back to her sd card? Will it work for her? Also can I re-download paid Apps to my new phone or can I re-download them to hers? I'm confused on how paid Apps are associated.

If Titanium can not find a titanium folder, most options will not be available.
I didn't say paid apps would not work, only ones that require a sd card will not.
Apps will continue to be install able from play store paid and free.
You wrote that you would remove SD card, if you are replacing with another sd card, just redownload titanium backup.
TiBu Pro version will only work on devices with original google account, both devices can use original account.

Some paid apps will work fine without original google account, but I know TiBu pro checks playstore
