Root Rooted User. Need help.

I have some problems with my incredible 2, first off i rooted with cm7 and unlocked it so i can use a AT&T sim card. The phone recognizes it and i get signal but i can not make calls i can receive but not make them. also i can not connect to wifi, it says its on but then shuts itself off, lastly my google play store doesnt work..... does anyone maybe know why this is happening and can give me some tips on fixing it.

Is CM7 a global Rom? I would try nits gingerbangsense or Andy's bone stock or a known global ready Rom.
If cm is global ready, then maybe reflash. You'll probably have better luck with the question in the thread for whatever Rom you're trying to use.
