I suggest you do both at the same time. Rooting one's phone is or can be more complicated than a quick 'android question' can address. So welcome to the site :hello:

Is this still illegal (USA), or was it just a consideration? there should be an app that does it all for you.

AFAIK all rooting does is void your warranty, it is not illegal. And as far as an app, yes there are many, but sometimes even an update to the android version on your device will make the app obsolete; not to mention the myriad of youtube videos.
