Root Rooting Nexus 4 - Hung Up using Wug's Toolkit

I'm hung up attempting to use Wug's Nexus Root Toolkit. My Win8.1 machine doesn't see my Nexus 4 anymore even though it did when I successfully went through the unlock bootloader step after installing the universal device driver. I've checked the following:
* USB Debugging is enabled
* Tried multiple USB ports on the Win8.1 box
* Rebooted the N4 and my Win8.1 box numerous times
* Removing and reinstalling the drivers (universal and Samsung)
* Device Manager does not show Nexus 4 - it did when I started - it does show "Google Nexus ADB Interface"

Any suggestions on what to try next would be most appreciated

I have run into same wall, only I'm using Windows 7 SP1! I've tried everything aengineer has plus more. Still checking other forums to no avail.

Any help on TWRP or CWM and rooting would be greatly appreciated

It's definitely a driver issue. Windows 8 has a tighter security about installing unsigned drivers, but once I disabled this security and rebooted, things were much better.
