Can a boost mobile android phone be rooted and tethered to a laptop for internet? Or any pre paid phone for that matter?

I don't see why not.
For wired tether, try PdaNet 3.02 and for a wireless hotpsot you could give Wirelss Tether a whirl.

Yeah OP, most phones will have no issue with this. If you already have a prepaid boost mobile Android phone I would advise you to go into that phones subforum for info on rooting, custom roms, etc.
