Root rooting vs unlocking the bootloader and warranties

I've read the "rooting and warranties" thread in the Hero root forum, and the longer thread linked from there. My understanding is that to run a custom ROM requires two steps: rooting the device and unlocking the bootloader. Further to that my understanding is that the unlocked bootloader tells the manufacturer, and carrier, that you've voided your warranty. If I have no intention of running a custom ROM and simply want to run an app that needs root access, for example a wifi tether app, can I just do the rooting part and install the app? Leaving me with a still locked bootloader and thus retaining my warranty?
