Help Rouge app still trying to load after uninstall?

How do I make it stop? I uninstalled it, soft reset, pulled the Batt. still coming up in my notification bar trying to download. How do I stop it? will this run my battery down? I'm not rooted.
 
What app is it? Did you try to uninstall it from the Market? Have you tried to uninstall it from Manage Applications setting?
