Help Running background apps

Ok... So my husband and brother in law both purchased the captivate a few days ago. We have noticed that the data is being used up even when we are hone or somewhere that has wifi. Well, I found the forum saying we need to change the sleep option for the wifi which my husband did. But before we could tell my brother in law he freaked out and shut off all his running background apps. Is this going to affect his phone... And how do we turn them back on? These are apps that came with the phone not apps he downloaded. Thanks!

If I uncheck 'background data' does that stop all apps from running unless I am using that particular app?

It has nothing to do with background apps running. It has to do with them transferring data in the background (for those apps that honor that setting)... which seemed to be the nature of your question (although you worded it multiple ways so it's a bit unclear).

I'm not sure what else you might have meant by "shut off all his running background apps".
