Long story short, I can only access my phone via S-Pen and Windows file transfer. Then...the S-Pen feature was accidently disabled. Now my phone does not accept ANY touch input.
Is there a way to access a config file through Windows to re-activate the S-Pen?
...Alright. I found the answer to my question. I was about to delete this post, but then I figured I'd simply reply to this in case it happens to be useful for anyone else in the future!
Basically, I simply just reset my phone to regain S-Pen functionality.

Force Reboot:
If your Android phone stops responding entirely, such as where the screen is frozen and the buttons don't seem to do anything, don't lose hope. Press and hold the power button and the volume down button, at the same time, for about 10 seconds. This will force reboot your phone, even if it is frozen.
Once the reboot is underway, you may see an unfamiliar black screen with instructions. This screen will tell you how to boot your phone normally again. Typically, this involves using the volume up and down keys to scroll through the options and the power button to select them.
Be careful not to select the option to factory reset your Android phone; this will delete all the data from your Android device!
...also, don't forget to hurry and go to settings > advanced settings to turn the S-Pen back on...when rebooting, I was only able to temporarily use the S-Pen before it stopped working again. I'm guessing that all configurations were still setting up upon reboot.
It may be possible to re-activate the S-Pen feature by accessing the configuration file through Windows. Here are some steps you can try:
Connect your phone to your computer using a USB cable.
Open the File Explorer on your computer and select your phone.
Locate the configuration file responsible for the S-Pen settings and make a backup copy.
Edit the configuration file using a text editor such as Notepad and look for the line that governs the S-Pen feature.
Change the value for the S-Pen feature from "disabled" to "enabled" or vice versa.
Save the changes to the configuration file and close the text editor.
Disconnect your phone from the computer and restart it.
